この受動態文ではby AGENT(動作主体・代理人…）が意図的に省かれている。 責任の所在を曖昧にする場合によく使われる手法であるが、きちんと文脈を読めば (6)の private recruiters who acted in response to the request of the military （軍の要請を受けた業者）の内の甘言、強圧等を弄する"悪徳業者"であることが 判断できる。

等位接続詞andがつないでいる事柄を誤解して「官憲等が業者と結託して、甘言、強圧による等、本人たちの意思に反して、慰安婦たちを強制的に集めた」と誤読・曲解する者たちが残念ながら多いが、そうではない。すなわちandは2つのthat節を結んでいる重文の構造になっており、that節内で示される(7)と(8)の事例、すわわち軍のガイダンスに違反した事例・事件は別々に把握されるべきである。

従って、決して誤訳ではない。但し官僚による姑息な配慮・作為が仇となって、誤読されやすい文章であることは確かだ。しかし、長年掲示されている英文自体をリライトすることは、"歴史修正主義"だとしてあらぬ非難を巻き起こすことは間違いない。一番良いのは誤解が生じるようであれば、別途その都度、粘り強く説明して行くことである。
